    The Jelinek family of Barnum has been named Carlton County's 2020 "Farm Family of the Year" by the University of Minnesota. Carol and Peter Jelinek purchased an old dairy farm near Barnum in 2001. They brought their five horses and one goat and made a home there.     Two Cloquet grocery stores are now requiring all customers to wear masks or face coverings at their stores here. Super One announced that effective Tuesday, July 14, masks or face coverings will now be required in-store at the following Super One Foods and Super One Liquor locations: Michigan, Duluth, Pike Lake, Superior, Cloquet, and Two Harbors.     The Duluth City Council passed an emergency ordinance Monday night requiring masks in many indoor public spaces, joining a growing list of Minnesota cities that have passed similar measures to try to slow the spread of the COVID-19 pandemic.     For the first time since mid-March, outsiders will be allowed into Minnesota’s long-term care homes to visit residents. The Minnesota Department of Health put out new guidance Friday that allows residents to designate an “essential caregiver” to visit them inside their residence and to have physical contact with them. The guidance indicates those caregivers would likely be a family member, friend, volunteer or “other, close outside caregivers” who had provided regular support to the resident before — or during — the pandemic.     Cloquet City Councilors passed a resolution Tuesday, July 21, that will require face coverings in public indoor spaces. The law will go into effect Saturday, Aug. 1, to give businesses time to put up signage or a copy of the resolution. The vote was 5-2, with councilors Kolodge and Langley dissenting.
