    The cost of hiring a consultant to help with ongoing jail issues and future plans was on the minds of Carlton County Board of Commissioners members Monday. The cost of hiring retired Tony Mancuso as a general consultant for maximizing space use in current Carlton County facilities and to assist with hiring a construction manager and architect/engineer for a new jail complex came in at $75 an hour.     The Carlton school board has chosen its next superintendent to replace Gwen Carman, who is leaving for a job in southeastern Minnesota.     The Minnesota Department of Health put the number of positive COVID-19 cases in Carlton at 78 as of Wednesday, June 10. That number includes all cases since the coronavirus reached the county and includes confirmed cases at the Moose Lake prison, which has consistently made up more than half the total cases in the county.     The Minnesota Department of Health put the number of positive COVID-19 cases in Carlton at 70 as of Wednesday, May 20, up from 65 a week ago. As has been the case from the beginning, more than half of the positive cases are in the Moose Lake prison. There are 39 inmates who have tested positive at the prison — the MDH counts those — and 31 who are presumed positive, meaning they were not tested but they have been exposed to someone who did test positive and have developed symptoms.     As the number of tests given increases across the state, so do the number of confirmed cases of COVID-19. The Minnesota Department of Health reported 65 positive cases in Carlton County as of Wednesday, May 13, an increase of four from a week ago. Of those 65 cases, at least 36 are from the Moose Lake prison, an increase of one confirmed case since last week.
