    Carlton County assessor Kyle Holmes said due to a clarification in the tax law during the recent legislative session, there is a new special refund provision for disabled veterans who were eligible but did not receive the veteran-with-a-disability homestead market value exclusion for assessment year 2016 or 2017.     Cloquet Police Chief Jeff Palmer has resigned. According to an email from city administrator Aaron Reeves, Palmer resigned effective today, Aug. 8. Reeves did not say why, but Palmer has been on voluntary paid leave since mid-April.
