    Cloquet Police Chief Jeff Palmer has resigned. According to an email from city administrator Aaron Reeves, Palmer resigned effective today, Aug. 8. Reeves did not say why, but Palmer has been on voluntary paid leave since mid-April. Patrol commander Carey Ferrell has been acting police chief since Palmer went on leave April 16, and Reeves said he expects him to continue in that role for the time being.     Recent reports from Minnesota Department of Natural Resources conservation officers in the area: Scott Staples (Carlton) assisted the State Patrol with an ATV accident in which a juvenile hit a pickup truck while trying to cross State Highway 210.     When Minnesota governor Tim Walz signed the “hands-free while driving” law April 12, it meant Minnesota joined 17 states in requiring drivers to have their cellphones in hands-free mode while driving vehicles.
