    Last week, the Carlton County’s office dismissed two first-degree criminal sexual conduct charges previously filed against Chad Arnold Connor. The reason listed was “prosecutorial discretion.” When contacted, Carlton County Attorney Lauri Ketola declined to discuss Connor’s case specifically.
