Officer shoots man in Moose Lake warrant incident

The Minnesota Department of Public Safety Bureau of Criminal Apprehension (BCA) is investigating an officer-involved shooting incident that happened Monday in Moose Lake.

According to the BCA, members of the Carlton County Consolidated Emergency Response Team were serving felony warrants at a residence in Hillside Terraces Mobile Home Park in Moose Lake at approximately 4:30 p.m. Monday. The warrants were related to an open investigation into a recent incident allegedly involving the subject, identified as Shawn Michael Olthoff, 34.

According to the BCA press releases:

Law enforcement deployed a flashbang and made entry into the home. At one point, Carlton County Sheriff's Deputy Sgt. Jason Warnygora discharged his firearm, striking Olthoff. Law enforcement and paramedics provided medical aid at the scene. Olthoff was transported by ambulance to Mercy Hospital in Moose Lake and then taken by air ambulance to Essentia Health-St. Mary's Medical Center in Duluth. He continues to receive treatment there. No one else was injured during the incident.

There is no body camera or dash camera video of the incident and no weapons were recovered at the home.

Numerous law enforcement agencies provided assistance at the scene.

Olthoff was wanted on charges of "use of deadly force against a peace officer" and two felony firearm convictions related to a July 26 incident - when Olthoff allegedly pointed a gun at a deputy's car during a traffic stop and then fled the scene on foot before he could be apprehended.

Warnygora has been with the Carlton County Sheriff's Office for 14 years and is on standard administrative leave.

"This is a very difficult time for all involved and I ask the public to respect the investigative process," Carlton County Sheriff Kelly Lake said, stressing that the investigation is still open and the BCA is in charge.

When the investigation is complete, the BCA will turn its findings over without recommendation to the Carlton County attorney's office for review, according to the press release.
