Sex offender moving to Cloquet

The Cloquet Police Department issued address information regarding a Level 3 sex offender who is transitioning into the Cloquet community. He is currently listed as homeless.

Rory Francis Northrup, 34, has a history of physically assaulting known adult females and engaging in sexual contact with a known adult female, using force and threats to gain compliance, according to state records. Northrup has served the sentence imposed on him and is transitioning into the community.

Additional information may be found at the Minnesota Department of Corrections Public Registrant Search. The CPD is working with the Minnesota Department of Corrections to provide a community forum regarding Northrup at a later date. The notification and forum are required.
